Unser Entsetzen über folgende skandalöse Rechtslage ist Ausgangspunt des Films: HIV-positive Personen sind immer noch prinzipiell von der Möglichkeit ausgeschlossen, legal sexuelle Dienstleistungen anzubieten. Es ist allgemein bekannt, dass bei Menschen, die sich in antiretroviraler Therapie befinden die Viruslast so gering ist, dass sie nicht mehr nachweisbar (undetectable) und damit nicht übertragbar (untransmittable) ist.
Es gibt also keinen objektiven medizinischen Grund, warum eine Person, die mit HIV lebt, und undetectable/ untransmittable ist, keine Arbeitserlaubnis als Sexworker bekommen sollte. Wenn es keinen objektiven Grund für ein Berufsverbot gibt, beruht die Kriminalisierung von HIV-positiven Sexworkern, die undetectable/ untransmittable sind, ausschließlich auf Vorurteil, Stigma und Diskriminierung. Das muss ein Ende nehmen!
Dass Sexworker marginalisiert und von Menschenrechten ausgeschlossen werden, hat lange Tradition. Durch alle Zeiten wurde Sexarbeitenden angedichtet, sie würden Krankheiten übertragen. Jede Person, die in Österreich legal sexuelle Dienstleistungen anbieten will, muss polizeilich registriert sein und sich alle 6 Wochen einer Gesundheitskontrolle unterziehen. Im Fall einer positiven Testung auf HIV wird der betroffenen Person der „Deckel“, also die Kontrollkarte, die Sexarbeitende brauchen, um legal zu arbeiten, entzogen.
Die Folge ist, dass viele Sexworker, die mit HIV leben, in die Illegalität gezwungen werden. Die Situation drängt sie an den Rand des Systems, macht sie zu Kriminellen und treibt sie sowohl in gefährliche Arbeitsumfelder als auch in Situationen, in denen sie leicht Opfer von Anit-Migrationsgesetzen, Polizeirazzien und Gefängnisstrafen werden oder Gewalt sowie den Ausschluss von medizinischer Versorgung erleiden.
Auf der Basis von Interviews mit betroffenen Personen macht der Videoessay THE UNDETECTABLE PEEPSHOW ein audiovisuelles Statement, das aus unserer Community hervorgekommen ist, um die Öffentlichkeit für das Thema zu sensibilisieren und Impulse für eine Diskussion zu geben, die den Boden schafft für eine Entkriminalisierung HIV-positiver Sexworker.

A statement of RED EDITION - Migrant Sex Workers Group Vienna and Katharina Kummer - the author and director of the movie:
We started out in pain about the scandalous fact, that for HIV-positive people it is still forbidden to professionally offer sexual services, even if they are under a medical therapy which makes their virus load undetectable and therefore untransmittable. It is well known that people living with HIV who have an undetectable virus load cannot pass on HIV.
Ergo: there is no objective reason why a person living with HIV and being undetectable/untransmittable should not be able to legally practice sex work. Ergo again: if there is no objective reason for a working prohibition, the criminalization of untransmittable HIV positive sex workers is simply based on prejudice, stigma and discrimination. THIS HAS TO END!
Sex work marginalization, discrimination and human rights violation has a long tradition. Historically, sex workers have been blamed for transmitting various diseases. The law of Municipality Department (MA 15) for Sexual Health and Prostitution in Vienna says, that every person in Austria who is registered as a sex worker needs to do health checks every 6 weeks. In case a sex worker has a positive HIV test, the “Deckel” - the sex work identity card, which is mandatory to legally work - will be taken away from the person.
All this leads to a path where sex workers living with HIV are more or less forced to go the illegal way. This situation puts them on the margins and the system makes them criminals, pushes them in dangerous environments where they can easily become targets of anti-migration laws, police raids, jail penalty, violation and exclusion of health care services.
Based on interviews with people who are affected by the situation, THE UNDETECTABLE PEEPSHOW is an audiovisual statement, that arises from our community to sensibilize society and to unfold a public discussion about the topic in order to strike against the criminalization of HIV positive sex workers.
